if uploading an erroneous TSV that is NOT a participant file, the upload button disappears after err

I uploaded a participants TSV file successfully.
Then, when I try to upload a samples file and the system reports an error, I save and then click import file to select it, but then the upload button has disappeared. Thus, I have to cancel out and start over.
