group name for TCGA Controlled Access Authorization Domain should be changed.

Currently the group name for the TCGA Controlled Access Authorization Domain is dbGapAuthorizedUsers. Once we get support for the TARGET Authorization domain in place, we are probably going to want to change this name. While both TCGA and TARGET projects include controlled access data whose access is controlled by dbGaP, the two projects have different data use agreements and thus different whitelists.
