Is there a way to delete a firecloud project if no workspaces have exist under that project?

I created a new FireCloud Billing Project, but realized as soon as I created it that I named it incorrectly. I'd like to delete that billing project and create a new one, or change the name of the one I created. There are no workspaces associated with the Billing Project.

The API's endpoint for creating a billing project, api/billing, does not support a delete operation.
