issue related to pushing to method repo. didn't work from workspace, but did work in the repo

I have a WDL.

I tried to "push" it to the method repo. To do so I went to a workspace, where I would next want to import it to be a config. So I click the "Import Configuration..." button under the "Method Configurations" tab and then click "Create New Method" and then enter 1) the name, 2) namespace, 3) WDL, and 4) set the type as "Workflow" (as opposed to "Task") . So I then click "Upload". At this point, assuming the WDL is "good", I'd get a dialog box where I can set the name of the config, its root entity type, etc. and then import it into the workspace. But what I saw is a window with just the header and no GUI elements (text boxes, drop-downs, buttons - none of those)!

I opened up the network tab via the developer tools and saw the message "Error, method "such-and-such" does not exist!" So, to be able to import the WDL, I went to the method repo and was able to do so there. Then, I went back to the workspace, and found it and imported it as a config. I submitted the config and it has been running.

I later tried to reproduce this but could not

So, I wonder:

1) has anyone else seen this?
2) was the method repo down for any time period this afternoon? (3/22/2017) I encountered the issue around 3:45PM EST
