Notebooks authorization error

Hi-

My group is having some trouble authorizing a user to create clusters through the Notebooks tab in Firecloud. We are getting the error:

Error: ‘m**a@broadinstitute.org’ is unauthorized

Currently, m**a is a writer and has "can compute" privileges in the workspace. She does not have "can share" privileges. I am an owner of the workspace and can create a cluster.
