Explanation of workflow timing

1. In my workflow timing diagram I see "RunningJob" before "pulling-image"-what does running job actually mean?
2. After "pulling-image", I see "ok"-what does "ok" mean?
3. Lastly, I see "waiting-for-quota"-are we charged when a task is in this state?
