Error in creating new billing project: 429, too many requests

I am attempting to create a new billing project in FireCloud and received this error:

Insufficient tokens for quota 'servicemanagement.googleapis.com/default_requests' and limit 'DefaultRequestsPerMinutePerProject' of service 'servicemanagement.googleapis.com' for consumer ... (it goes on for a while with basically the same issues).

The new account in question is called unity-benchmark-development. If possible, I'd still like to use that name/project if I can.
