behavior of workspace attributes downloading

I have a workspace

broad-firecloud-eddie/eddie_test_contam_Broad_MutationCalling_QC_Workflow_BestPractice_copy_copy_explore_wsattr

I download the workspace attributes (by clicking "Download Attributes"). See the TSV(renamed to be text to be uploaded here) file I downloaded attached. See also a PDF print of the summary page (the "before" PDF). NOTE in the attiributes (towards the bottom) that "published" and "discoverableByGroups" are NOT there.

THEN, what I do is I take that TSV, I make no modification to it then upload it back up ( by using the "Import Attributes..." button)

Now, in the PDF ("after") you can see that two workspace attributes are presented in the UI that weren't before "published" and "discoverableByGroups". Also, inspection of the TSV downloaded shows two key/value pairs by those names.
