Normally when I make a submission, I see the operations id show up within seconds, and after 5 minutes I see the first snapshot of the logs. Currently things are taking much longer - for workflow id: 306b7ca4-50c7-4e86-a7bd-1200e238eedf operations id: operations/EIqSudnFKxiSs9PSkc6b-fwBIODxzIt2Kg9wcm9kdWN0aW9uUXVldWU the operations id didn't show up for about 27 minutes, and the logs showed up some minutes later. (After all that, my job happened to take less than a minute to run, due to a bug in my code that I'm iterating on to fix.)
This appears to be related to the current state of the system - I made another submission 20 minutes ago (submission id: 183f51f6-fe6e-4dba-b177-13569b225ec4), but no operations ID has shown up yet. (Edit: it took 30 minutes to show up)
There are two issues here: 1) the system should give a clearer indication of what it is doing, rather than claiming to be running, and 2) unless there is some important reason for such queuing, there should not be a waiting time.
