Queued, but not Queued

I have a task (call #8 in a scatter):


Call #8: ID: Status: QueuedInCromwell Cache Result:Miss Started:April 13, 2017, 2:34 PM (20 hours ago) Ended:Pending... Inputs:None Outputs:None stdout: stderr:

As you can see it says "QueuedInCromwell" for the status. In the workflow this is the only call without a green check in the UI. However, at the top-right in the UI I see:

Workflows: 0 Queued; 702 Active; 0 ahead of yours

which seems to suggest that nothing is queued.

Is this a contradiction?

I note the starting time. Is this task in "limbo" because of a FC upgrade?
